The Boys and Girls Club of St. Joseph County serves the entire county,
focusing its services for at-risk and underserved children. LaCasa
De Amistad serves the Hispanic community of South Bend, IN, where
much of the population is living at or below federal poverty
levels and the community itself is laden with drugs and violence.
The Greg Collins Youth Center is serving the Southeast side of
South Bend, and is targeting primarily African-American males
that are at-risk or already adjudicated delinquents. Again, that
community is surrounded in gangs, violence and drugs. The Youth
Development Commission serves the entire county, focusing its
efforts on
youth development skills and team building and the 21st Century
Scholars program serves the entire county and is made up of
parents and youth who are interested in attending college, and in many
cases are first generation college students. Families involved
in this initiative are typically single parent/single income
and are at or below 150% of the federal poverty level.
To achieve
the goals of the Drug Free Communities Mentoring Program,
the Drug Free Community Council, a Healthy Communities Initiative,
will implement the following strategies:
- Implement the Strategic Prevention Framework method in each of
the target communities to build and maximize prevention infrastructure;
- Conduct a Community Readiness survey and create an epidemiological
work group to assess community climate, knowledge and resources;
- Recruit community members from various sectors of the community
to create a well-rounded base of coalition members;
- Offer training on a variety of options to assist in building the
necessary skill-sets fundamental to building a coalition;
- Allow for state-wide and nation-wide conferences and workshops.

The Drug Free Community Council of St. Joseph County serves a population
of approximately 268,228 residents with over 41% living in the
city of South Bend; another 18% in the city of Mishawaka; and,
the remaining 41% in the rural farming areas.
The goals of the
DFCC are to:
- Reduce the use of alcohol, tobacco and other drugs among youth;
and,
- To expand and strengthen the local coordinating council in their
efforts ot prevent and reduce ATOD among youth.
Too
achieve these goals, the coalition will implement the following
strategies:
- To increase the number of youth in prevention-proven programs
with a special focus on our underserved, urban, Hispanic,
and other minority youth;
- To reduce the sale of alcohol and tobacco to underage youth;
- To maintain a communication plan to effectively manage ATOD information
and events that increase awareness of youth drug problems
in our community;
- To strengthen the local coordinating council and their efforts
to present an effective community response to ATOD use; and,
- To increase membership in the DFCC, Youth Development Council,
and Voice Programs with an emphasis on youth participation.
